The Swedish Agency for Public Management, Statskontoret, has released a report that is, quite frankly, out of this world. I urge everyone to take the time to read this study on the feasibility of Free and Open Source Software, sometimes referred to by the acronym FOSS. The work for this study was carried out by a working group consisting of representatives from various public, private and educational institutions in Sweden.
The conclusions reached by this working group may surprise some of you, while others may say, "I told you so." The working group concluded that FOSS is in many ways equivalent or better than proprietary products both functionally and qualitatively, and therefore should be judged on even par with proprietary software in the procurement process. They call for open standards and formats, which they believe will increase the interoperability of FOSS and competition while reducing the associated costs.
Overall, this is the best study I have seen that examines the effects of FOSS in the workplace. It is also an excellent educational resource for those who are unfamiliar with FOSS.
